It sounds like you have the two skills for that pet at level 10 and the pet is at level 250. Have you given the pet the brand it needs. There are 12 pets that can be evolved and they each have their own brand that you need to give them before they can be evolved. What pet are you trying to evolve?

Aquara isn't a pet that can be evolved. If you are playing on the Alexa app (echo or other device) you can say "list brands to see what brands you have and then you can ask what each one is. If you play on the browser you can go to your items and go to the category brands and see what each one is and the pet it goes to.
The pets that can be evolved are:
Burpy, Chika, Devvy, Fribbit, Goldy, Hiss, Pollbear, Punk, Rocky, Shelly, Squidy, Squint
